         That sound just like a touch lamp. Bet if you listen to it over a few days you can hear it move in frequency as the temperature changes. My neighbor has a few, your recordings sound the same. I agree with Don, it's got to be close!
 
GL, now you know what to get them for Christmas!

I have no idea what could be causing that noise, but it certainly sounds
like it is frequency dependent (you were tuning during the recording
were you not?) and from the intensity, I would judge it to be a local
source.
