It may not be the CFL's that we are all required to use in our apartment
building I live in that is generating the noise.  There are 63 other
families living in this building.  I have no idea what they may be
running but I did shut off all the power to my apartment, ran the radio
on a 12 v battery and the noise level is still there.

same thing on my TS480SAT I have mounted in my suv. If I am parked in
front of the building I get the noise at the exact same level. On the
road or at my daughters hardly any noise at all. There is definitely
something going on in this neighborhood but I have no energy nor desire
to try and track it down. In fact the fact that I even have a outside
antenna is strongly frowned upon here.

I guess I am just out of luck.
