Good Afternoon everyone,
 
An update on my issue.  I removed R19 from the circuit, measured the
voltage at RP2 pin 2 and found 0 vdc.  I checked the frequency at TP3
and still find 12.602 MHz.  Now I know the problem doesn't lie in the
thermistor board as the problem is still there even with the thermistor
board removed.
 
Although there is no obvious cold solder joints, I'm going to reflow the
joints as the only commment I've gotten from anyone that has looked at
the board is that I may have been a little skimpy solder.
