Eric is of course right that the guy who pressess the PTT
is responsible. On MoD (UK DoD) assignments I suspect
this caution may be of no consequence, but amateur rigs
used on non-amateur bands are unlikely to have been
declared as conforming to the various EC requirements for
use on those frequencies/that type of use.
Once outside amateur bands the ability of amateurs to self
build/modify ceases and transmitters must be covered by a
'declaration of conformity' for its (new) intended purpose.
This bit hard on Foundation licensees (M3s) in the UK
because they don't have the self-build privilege (other
than commercial kits) and could not use modified ex PMR
(private mobile radio) rigs. Ofcom recently relaxed,
allowing dealers to test and re-certify conformity for
amateur use.
Technically using a modified (includes software changes) K3
on non-amateur bands in the UK is a breach of the rules.
However in exclusive MoD bands, this MIGHT not be a
problem.

We now have a simple Windows based utility program to
unlock TX outside the U.S. limits for use on U.S. MARS and
by those outside of the U.S. Run it once and the rig is
opened up. (It needs RS-232 / USB communications to the rig
as usual.) It also has a button to re-enable
the U.S. limits. Note that the final legal responsibility
of where they TX is on the user. (Note: the K3 will still
block high power TX in the CB band..) We are testing the
final version right now. I'll also post to the email list
when its ready.

available sometime? It would be nice to be able to move
outside the current band limits for Air Cadet (similar to
the Civil Air Patrol cadets in the USA)use here in the UK
on our MOD assigned HF channels!
