Just like anywhere else in the world - get together three Volunteer-Examiner-certified hams and they administer the test and report back to the FCC by electronic posting. I've been working the problem, and my plan is to go to the base nearby and see if I can scrounge up any MARS operators. I know of one, but he's just a Technician Plus. On the plus side, I'll be back in the states sometime in March...ish, maybe, so I can always study, build and study, then test and start operating! Oh, and to the list: thanks!
