Is there any way to tell if this has actually been released, and is not
just a draft copy? Yes, this is an official release. Look on the 2nd page, where it says "Adopted October 04, 2006, released October 10, 2006", then on page 33, section VI, where it says that the rulings will be effective 30 days after publication in the Federal Register. I don't know if that part has happened yet, or not, but if not, it will be very soon. In any case, 30 days from the date of publication you can begin using the expanded bands and modes. At the beginning of the document it says: REPORT AND ORDER Adopted: October 4, 2006 Released: October 10, 2006 By the Commission: I'm pretty sure "adopted" means exactly that. I guess the remaining question is when was it (or will it be) published in the Federal Register. It becomes effective 30 days after that happens. I wonder what the effect of not allowing amplification between 26 and 28 MHz will have on 10 meter use. It would take a heck of a Q to reject 27.999 and pass 28.001. Maybe a high-speed frequency counter could be used but there goes QSK.
