I when I deployed with FEMA my luggage was always inspected. One way flights booked at the last minute is a definite trigger. I always carried my radio gear in a backpack and carried it on. Never had an issue. Now they questioned the sandbag plate I used to carry for a GPS. Couldn't figure out what it was. Even explaining it didn't always bring quick understanding but the radios were never a problem.
