TX gain Calibration

I am trying to do the tx gain calibration. I am hooked into a 300w dummy dry dummy load. When I run the test it dies on the 17m band and says:

Tx Gain calibration failed because power readings did not converge to a consistent value

I really have no idea what this means, and I can't find any info on it anywhere.
