Trying to debug KAT1

Problem: My KAT1 tuner is not displaying the "r8.5" test string when in Tune mode with ATU menu entry set to "F1.3", as the manual says it should during the testing phase.

Background: Recently built K1 #2054 (Rev E RF board) with 40/30 meter board, working fine.  Built and installed noise blanker today, appears to work fine, though I haven't tested it with "real" noise.  Just built and installed KAT1 tuner (Rev C), now testing it.

KAT1 manual, Rev C, page 7, halfway down: set power to 5 watts, ATU menu entry to F1.3, exit menu back to frequency display, put K1 into Tune mode, and observe 0.1 on the LCD.  This all works fine.  Manual says then 0.1 should be replaced by "r8.5", a couple seconds later according to Elecraft.  Elecraft says r8.5 is just a test string to indicate that the KAT1 is sending digital data back to the K1.  I never see this r8.5.

Manual says to check orientation of U2 and D3 and to check for shorts or poor connections around U2 (an LM358).  Done.  No visible problems.

Observations:

a) RF DET jumper on the RF board is properly set to KAT1 position

b) when in Tune mode I observe no DC voltage at KAT1's test point TP1

c) I do hear a signal on the air when listening on another rig -- appears that RF is in fact going out.

d) when I edit the ATU menu entry, as I scroll through the various parameters, I hear noise on the speaker -- with every press of the up/down
buttons, very audible "interference" / staticky noise comes over the speaker.

e) I did the usual sanity checks... resoldered LM358's pins, D3's pins, U1's pins... inspected board for shorts and cold joints, checked orientation of D1, D2, D3 and IC's.

Any suggestions?
