Unstable VFO

[N5GE]

The Ducie K3 on 21.025 right now seems to have an unstable VFO, moving on just
about every TX.  Could be the op though...

VFO.  It's almost as if he is calling CQ and then tuning to the frequency of the
answering station.  Then when he calls CQ again he is on another frequency.

W8LR is reporting the same thing on the cluster.

I reported it on the cluster at 2121Z
