VFO B Not Scrolling Through Config Menu

I’ve finished assembly and am now on to the test and calibration stage.  When I hold the menu button, I access Config.  However, the VFO B control doesn’t scroll through the menu.  Any suggestions would be much appreciated.

John,

Is it only the menu scrolling that is causing problems?  In other words,
what does work?
Does the VFO B frequency change when you rotate the VFO B knob?
If not, then you may have a defective VFO B encoder, or it is not
plugged in correctly.
