VFO B encoder

I'm having problems with my VFO B encoder, I think. When I select DISP, VFO B displays 12.8 v, but when I rotate the encoder shaft no other menus are displayed from DISP. When I select my sub rcvr, VFO B displays the band I selected but when I rotate the encoder I cannot tune the sub rcvr. Just the last digit flickers when I rotate the encoder.
I ordered a new encoder but could it be something else wrong?
