Very off topic, but trying to get info...

HI,
Sorry for this post but I am concerned as to what this is.  Two days ago an out of province Honda CRV stopped on my street and put a device in a tree.

Anyone know what this is?  I Figure this is a good place to ask since there are people from many areas of technology around here, including military...
Please respond off list.  Should I call the police?
