Voltage controled Oscillator (VCO) initial calibration

Hello non-neophites!

I'm way over my head in trying to get my K-2 assembled.  I have had no kit
building experience until this.  On top of that, I have virtually no
experience in electronics (why did I take on this project?)!

Anyway, I'm committed (financially).  I'm now encountering the first problem
that I havn't been able to figure out myself.  On page 60 of the K-2 manual,
the frequency probe of TP-1 is supposed to read (unadjusted) between 8 and
10 mhz for the VCO.  My probe says over 17 mhz. The manual says that this is
a problem. I've measured the DC voltage at U4, pin 1 at .5 volts (supposed
to be between .8 and 1.8 volts).  The voltage at U4, pin 3 is 1.5 volts
(supposed to be between .3 and .4 volts). (NOTE: By the way, these readings
are directly from a multimeter; not the RF probe, which I havn't gotten to
work - banana plugs don't fit my multimeter).

Any ideas on how a non-electronics minded person could fix this?
