XV432 alignment

Hi all,
I have put together an XV432 transverter and it went together very well.
But I have a problem on alignment, so can somebody assist please.

Aligning the local oscillator, the instructions are to peak L3,L4,L5 for maximum, for a peak voltage which should be between1.5 and 3volts,
nominally 2.5volts, however I can peak them ok, but the voltage is well over 4volts and the L4 slug is almost out of the former.

Can anyone give me info as to what the problem could be.
