another K2 building question

Hi -

I've reached the point in the K2 build just before the RF board assembly, part II, and am performing the recommended tests.  Everything checks out fine except for one thing:  I can't set the AGC threshold to the recommended 3.80 volts.  Adjusting the potentiometer R1 on the control board makes the voltage at pin 5 of U2 top out at 3.64 volts.  Is this a problem (I imagine it is!).  Where do I start looking for an issue?  Thanks,

Probably the number 1 K2 builder question.  It is generally not a
problem.  All the components need to be at, or beyond, the centre of
their tolerance to achieve this figure.  Quite often the 8V regulator,
is towards the low end of its tolerance.  Measure, it.  If it is low,
but within tolerance, there is probably no point in doing anything.  If
it is low and out of tolerance, request a replacement.  If it is high,
you may have a real problem.
