initial power on test failed

Hello,

New K3 kit arrived today...no problems until initial power on test.
Resistance checks passed.

Verified 5 times that both the dsp to display boards were mated correctly,
and that the front panel
assembly was correctly mated to the rf board.

followed 13.6VDC voltage to the large diode on the rf board and then
nothing...no voltage in or
out on either regulator U12/13.  It might be they stay off until something
turns them on.

No smoke but no lights!
