Maybe you have the wrong antenna selected (ant1 vs ant2) - check the "ANT
1/2" button and make sure it it corresponds to the right antenna

  I assume this is a K2/10 with the KAT2.
It is unusual for the diodes in the KAT2 wattmeter to be damaged by a
static surge, but it can happen.  I would first check D1 and D2 in the
KAT2.  If they check good with an ohmmeter (normal diode check), then
the wattmeter in the KAT2 just needs to be balanced and properly
calibrated.  You will need an external wattmeter to do the calibration.

The K2 uses the wattmeter output to control the power output, so if the
wattmeter is not correct, the K2 microprocessor will not have the
correct information and thus will control the power at the wrong level.
