The update/T-R switch redesign was done to combat a parasitic that occurred with some KPA100s (not all and really not many) on 40 meters. The parasitic showed up more commonly for builders who were also using the KAT100 for some as yet unexplained reason. So if you either: just want to have the newest design, or if you are operating with the KAT100 or if you find a 40 meter parasitic later, then yes, add the upgrade. It is easier when you are doing the initial build - download the new manual Rev E (or Rev D with the latest errata sheet) and build according to the new manual.
