I'd be shocked if it wasn't.
Less than one in 10 kit builders have the skill or equipment necessary to do reliable SMT construction. We might be able to pull off the occasional SMT part swap but that's a different animal than fully populating a bare board with SMT parts. Why would Elecraft open themselves up to that kind of support nightmare? It will be a no-soldering kit. There are hundreds of SMDs, so the
