I really hate to argue with the support folks at Elecraft (it may be a matter of preference), but if I were you, I would follow the manual recommendations. Try fast blow first, and if they blow, use slow-blow. I always follow the manual. What someone said is "hear say" in court.
For both 115V and 230V operation 3AG fast blow fuses are specified. For 115V those would be 12 amp fuses. For 230V those would be 6 amp fuses. And they should be rated at 250 volts. Just be sure the Mains Voltage Settings on page 5 of the manual are followed. The KPA-500 comes from the factory with the transformer tap set for 116V to 125V and 231V to 250V depending on selection on the fuse block / power inlet at the rear.
