syllabic squelch feature request.

Hello,

I was among the lucky ones who got to discuss all things Elecraft with Eric
at the Elecraft round table in Roswell, GA on Saturday.

One of the things I brought up was how nice the "voice squelch" on my Icom
rig worked, particularly when listening to 50.125 for band openings.  This
feature would keep the radio audio muted until it heard something that
sounded like speech.

Eric called that feature "syllabic squelch".  I don't really care what it is
named, or how it works, but I sure do miss it.  I'd like to throw in my two
cents and suggest that this would be a highly useful feature to have in the
K3 and KX3 radios.

Many voice codecs (for cell phones and such) use an algorithm called
Voice Activity Detection (VAD) that seems to be the current take on
syllabic squelch.
