using Bank1 for cw & Bank 2 for function

I still wish I had a few more programable buttons for functions - I  
wish to keep M1-M4 for CW/Voice memories, so don't use them as  
programable functions, but I wonder if it would be possible to use  
Bank 1 for CW mem and Bank 2 for programable functions (or the other  
way around)? At present it appears that if you program one of M1-M4  
with a function, you save that function to both banks.
