Does anyone else notice the vfo encoder noise when tuning on a dead quiet band? If you spin the vfo quickly you hear noise in the audio. If there is about an s1 or so or greater background noise you do not hear it.

This is a known issue. Elecraft has written an app note which covers some SW and HW techniques that can reduce or eliminate the noise:
