I found many years ago that I was too poor to buy cheap, cost was to great
in the long run no matter what the item might be.

Yes, they probably could offer factory assembled versions for all their
products ... in spite of the fact that a great percentage of the market
for small transceivers is comprised of people who want to build their
own ... and in spite of the fact that whatever resources Elecraft spent
setting up factory assembly lines would most likely detract from
whatever else they had in development.

Besides, your quotes refer to quality factors, not stage of completion.
