I'm nearing completion of my new KPA100 and running the resistance tests
(manual page 43) which are just prior to the final few steps and the last item on that list is diode D13 which is supposed to be >10K. However I get 8.5 K measured with two different meters. Every test up to this point has been OK. Suggestions? What is the color code on the resister? This will determine if it is "out

Be certain D13 is oriented correctly. If that is OK, then you should find the source of the low resistance. The components beyond L16 (see schematic) could possibly be cause, so test for that possibility by temporarily lifting one lead of L16.
