Spectrum Lab is the gold standard. Be prepared for a steep learning curve.

You can download Spectrogram from my website www.w3fpr.com. Look near the bottom of the home page for the link. I use version 16 on Windows 10. Both Goldwave (which I use) and WavePad are pretty sophisticated and cost less than $50 each for a permanent license.
