OT: What Country is 4N5Y? And Why Don't I Hear Any CW Signals?

Sorry to go off-topic, but I worked 4N5Y with QRP CW on 80 meters in the
CQWW DX Contest, and I'm confused as to his official DXCC country.  QRZ.com
lists his country as "Serbia and Montenegro," my logging program says just
"Serbia," but the ARRL DXCC list (
http://www.arrl.org/awards/dxcc/dxcclist.txt ) does not list "4N" at all.
Please tell me how and where I can find his official country for DXCC
purposes.  Is it "Serbia," "Montenegro," or "Serbia and Montenegro"?

By the way, it's 2300 UTC on Dec. 4 and I can't hear any CW signals on any
band on my K2.  What's up with that?  Did we just get hit with a solar flare
or something?  I'm using an indoor dipole at a new QTH, and wondering
whether it's working.

The DXCC list and QRZ.com may not have caught up with the latest political
situation.  It used to be one, but as of June 2006 these are separate and
independent countries.  See

A separate prefix for Montenegro has not yet been assigned by the  
ITU.  Until this occurs, 4N, 4O, YT, YU and YZ prefixes in areas 3  
and 6 are Montenegro, while other numbers are Serbia, i.e., 4N5Y  
would be in Serbia.  This counts the same as the old Serbia and  
Montenegro or even older Yugoslavia.  Montenegro counts as a new  
country under DXCC rules.

There is no S&M since June 28th. 4N5Y QTH is in Serbia. I was also
confused - N1MM logger didn't recognize YT6T as Montenegro ( I downloaded
the latest version just before the contest ). Don't worry, the score
calculated by your logging program doesnt matter, when you send CABRILLO
log.
