Hi Dave,
It's a "beacon" in Russia. Been there for decades. There are actually a number of single letter beacons scattered around eastern EU. I think I have a URL I can send you about them. 73! I believe this is one of the Asian or Russian fishing buoys that
frequently beacons near 7.040. Actually, I believe it is one of several Russian military beacons, I've also heard G and C. Most of the drift net beacons seem to be on 160 and ID with letters and numbers.
